Mobile IPs are used to automatically check the ad and affiliate link matching. Special software that works through a proxy can bypass sites with paid advertisements thousands times per day to monitor compliance with the terms of placement, the relevance of information, correctness, and availability of paid links. At the same time, the sites themselves will not be able to somehow warn the check, send deliberately false data to the polling program, or in some other way deceive the advertiser.
